ODP Ambari

ODP-8119: Ensured that the Ambari schema upgrade JSON remained valid when using Java 17.
ODP-8119: Fixed ZooKeeper task failures that occurred during upgrades.
ODP-8122: Added config-upgrade.xml to the ODP 3.3 stack.

HDDS-13842: Improved SCM availability by enabling follower SCM instances to exit safe mode quickly when the SCM was idle.
HDDS-15341: Fixed an issue where EC writes could fail with an ArrayIndexOutOfBoundsException because of a race condition during empty chunk resizing.
HDDS-14772: Fixed an issue where EC replicas weren't deleted when the container was already in the DELETED state.
HDDS-14416: Fixed replica deletion for Ratis replicas when containers were in the DELETED or DELETING state.
HDDS-13846: Fixed sequence ID synchronization when closing containers in SCM.
HDDS-14724: Fixed an issue that could cause an infinite CPU spin loop in ECBlockInputStream.
HDDS-13893: Fixed an issue where SCMBlockDeletingService failed when a container associated with a transaction wasn't found in SCM Container Manager.
HDDS-13835: Fixed the Replication columns in the Open Keys panel.

ODP-8163: Fixed the Kafka 3 service check for Kerberos SASL environments by using the client JAAS configuration and the complete command configuration.
